独立後10年あまりの間に急速に車社会を迎えた東ティモールでは交通の分野において解決すべき課題を多く抱えています。自動車の安全走行の為にはまず自動車自体の整備が重要であるとの観点からJDRACはこれまで自動車整備技術とその指導員の養成を重視した事業を累次にわたり行ってきました。それらの成果をふまえた上で今回JDRACはこの国の自動車検査分野を対象とした事業を実施中です。
3月にJDRACのスタッフ2名（現地代表、会計担当者）、現地スタッフ2名（通訳、運転手）の態勢で事業をスタートし、ほぼ1か月が過ぎました。事業の開始時点ではよくあることですが、事業全体の枠組みは出来上がっていても現場での細部の調整は時間をかけて一つづつ着実に積み上げていく必要があります。一旦合意に達した事項でも次の会合で突然変更を求められることも一度や二度ではありません。お互い組織として調整を進めているわけですから少し状況が変わっても双方の関係部署からいろいろと意見が出てくるため十分な時間をかけた協議が必要です。現在ほぼ方向性が固まってきつつあるので今後は予定通り進捗するものと考えています。
長年にわたりJDRACは東ティモールにおいて各種の事業を行ってきました。その間積み重ねてきた経験と技術は有形・無形の資産として蓄積され今後のJDRACの事業を進めるうえで大きな支えとなり原動力となっています。
その中でも現地における人間関係、交流は事業の推進には不可欠の存在でありスタッフの日々の生活、心の余裕にも少なからず影響を及ぼしています。高位の役人との繋がりは当然のことながら、JDRACの事業で仕事を共にしたかっての現地スタッフや教育を受講した研修生、事業間協力してくれた小さな整備工場なども今後JDRACの大切な人的資産として引き続き良い関係を維持・構築していくことの必要を強く感じています。
現在東ティモールは雨季の終末期、時折激しいスコールもやって来ますが陽射しは次第に強さを増して乾季の到来の近いことをうかがわせます。
日本と東ティモールの友好親善・関係強化を基軸に、現地の人々と心を交わしながら、この事業の完遂に向けて、スタッフ一同頑張っております。

Training project for automobile inspector

East Timor, which has rapidly reached a car society within 10 years after its independence, has many problems to be solved in the field of transport. Judging from the viewpoint that maintenance of the car itself is important for safe driving of automobiles, JDRAC has been conducting projects that emphasize training of automobile maintenance technology and its instructors repeatedly. Based on these results, JDRAC is currently conducting projects targeting automobile inspection fields in this country. We started a project in 4 members(2 people from JDRAC, 2 local staff), and almost 1 month passed.
It is often the case at the beginning of the project that, even though the overall framework of the project is completed, it is necessary to constantly accumulate details at the worksite one by one. And it often occurs that agreement next time has to be changed. Long time cooperation is necessary because ideas will come from both sides as organization even there is slight different. Since the direction is now almost solidified, we believe that project will progress as planned in the future.

 

JDRAC has been working in many types of projects in East Timor for long time. Experience and skill we accumulated in that period are tangible and intangible assets and help us to progress projects. Especially, human relationships and exchange we built there are indispensable for the promotion of the project and influence the daily life of staff. We strongly feel that it is necessary to build and maintain the connection with high social status official, local staff and students who participated in the training for JDRAC and local small factories we worked with. We are making an effort for completion of this project with local people.
